The Association of Petroleum Industry Engineering and Construction Companies (APEC)was established in 1990 in accordance with the relevant laws & regulations, to the respect of social benefits and the community’s interests and in accordance with Article 131 of the Labor Law of the Islamic Republic of Iran and under the prescription of the guild’s regulations to secure the rights and interests of the engineering companies and EPC contractors as well as due endeavor to enhance the member’s acquaintances and economic and social well- being of them from one hand, and for the purpose of expansion of cooperation and exchange of information with the government in the oil , gas and petrochemical related projects for quantitative and qualitative promotion of management and technical skill of the employees. In addition collecting and gathering industry information and international statistics in due course and about the latest applied technologies in the oil, gas and petrochemical projects has been targeted by the Association as well as co-operation with the government via the ex- Management and Planning Organization for preparing the suitable minutes and proposals for the draft of laws, based on the real existing business conditions and requirements and in conformity with the prevailing realities of the country and struggling to solve the shortcomings in a wide management spectrum and proliferation of the honesty standards in fulfillment of duties on the other hand. The Association consists of 130 member companies active in variety of engineering and contracting industrial fields, comprising the majority of the capable companies in the country’s private and non-state sector as its members.
The Association Strategic Goals and Plans 1- Attempting to obtain and exercise the legitimate rights and advantages of the members.
2- Utilizing the potentials of the members and exchange of experiences, collection of information, precise analysis and study about the difficulties and complications, recognition of needs and priorities and coordinating the members’ activities to provide their needs, expansion and development of their activities.
3- Upgrading the technical and professional knowledge of the members through permanent relation and co-operation with the scientific and technical centers and transfer of experiences and results of studies as well as researches about the technical needs and introducing the ideas and new scientific and applied approaches and developing the technical standards and regulations, job creation and human resources development through continuous organized education and learning. 4- To do endeavor for analyzing and solving the projects’ problems in the oil industry and qualitative and quantitative enhancement of the projects during implementation of the projects and enforcing the relations among the employers, consultants and contractors and with the related entities.
5- Study and evaluation of the plans and projects for development of oil industry and proposing essential and infrastructural plans based on the needs of the country and exchange of experiences with the societies and similar associations and introducing technical and scientific practical guidelines in different areas for the growth and prosperity of the national economy and industry.
6- Co- operation with the ministries, organizations and official entities and preparation of rendering necessary consultation to them and collaboration with the related organizations, especially in the oil industry.
7- Providing the executive organizations with the legal consultations for preparation of statutory articles and regulations in relation with the association’s objectives and the legal affairs and welfare of the members for the good performance of the laws and regulations.
8- Co- operation with the domestic and international societies, foundations and organizations related to the duties and objectives of the association in the framework of country’s rules and laws.
9- Arbitration among the members and non- members and solving the disputes (in case of mutual acceptance).
10- Establishment of cultural, educational, artistic and sports welfare facilities for the members and founding the co-operative funds and companies in order to provide technical and financial supports for the members.
The Association’s Views and Missions The Association of Petroleum Industry Engineering and Construction Companies (APEC)believes the following commitments as its missions to exercise its idealistic roles and positions:
A- Developing the relations and strengthening the ties between the members of the engineering and contracting companies in the oil industry and the Association from one hand and with the key managers of the oil industry and other organizations and entities in the country on the other hand , to provide motivation and the proper grounds for growth and upgrading of the engineering and executive profession in the country through development and promotion of the members’ creativity and professional skills, knowledge and culture and to increase the potentialities in a way to lead internal self reliance powers and self sufficiency in the engineering and execution of the oil industry projects.
B- Attempting to promote the dignity and standing of the engineering and contracting profession and endeavor to form and develop the schemes and professional engineering foundations in the country, in a way by which the association is acknowledged as the reliable structure and pioneer of the professional and associative organizations.
C- To attempt for the growth and promotion of the industry and the national economy and participation in the process of decision making and having the role of guidance , observation and critique on the development plans and programs, especially in the oil industry, and proposing the essential and infrastructural plans on the basis of the society’s needs , and multilateral co-operation for the country’s sustainable development in the way that the association is acknowledged as a specialist, pioneer and effective institution and one of the noble decision providers in the process of magnificence and success of the oil industry in the country and in view of the public opinion and as the advanced engineering and contracting community’s delegate with high level of credit.
